The meeting was called to order by Acting-Chairperson Mary Yacoub at 7:00 p.m.

 

A motion was made by Yoerg, seconded by Radermacher to approve the October 27, 2011 meeting minutes.  Motion carried.

 

Cemetery plat, Sixth Addition to Willow River Cemetery, west of Ninth Street and north of Wisconsin StreetWillow River Cemetery Association.  Darnold explained the new plots are located on the west side of Ninth Street from the access drive on the west side of Ninth Street south to the extension of the main entrance to the cemetery on the east side of Ninth Street.  The easterly edge of the lots will be approximately 25 feet west of the curb on Ninth Street. 

 

Jim Rusch, Willow River Cemetery board member of the Willow River Cemetery Association noted that the plots are proposed to address future needs for cemetery plots and explained that the proposed lots will be located between the row of Spruce trees west of Ninth Street and the grove of deciduous trees and extending south from the access driveway to the old Willow River Cemetery on the west side of Ninth Street to driveway on the west side of Ninth Street generally across the street from the main entrance to the cemetery on the east side of Ninth Street.   Radermacher asked if the cemetery has additional land.  Rusch noted that the cemetery extends south to Wisconsin Street to the south (about an additional 500 feet).  Radermacher asked if there was a projection for the period of time this number of plots may last before additional plots are needed.  Rusch commented that a few years ago there was a projection made, but due to the increased number of cremations that are occurring that will extend that period.  Rusch noted that the row of trees just west of Ninth Street will encumber some of the lots and the cemetery association will probably not promote the sale of those plots so the trees will not be disturbed.

 

A motion was made by Yoerg and seconded by Rhoades to approve the Sixth Addition to Willow River Cemetery as proposed by the Willow River Cemetery Association and to recommend approval of the plat to the Common Council.  Motion carried.

 

Final plat, Red Cedar Canyon Four Winds, 13 one-family residential lots and three outlots (3 locations – west of  Bayberry Court, north of Wedgewood Circle and east of West Canyon Drive and south of Eagle’s Nest Circle) – Hans Hagen Homes.   Darnold noted the locations of the lots and outlots and explained that the outlots will, at some future date, be subdivided into nine (9) additional one-family

lots.  Darnold stated the lots proposed are  in conformance with lots previously approved in the preliminary plat or revised preliminary plat and the street and utilities for the proposed lots are in place.

John Rask, Hans Hagen Homes noted that some of the lots will be part of the Estate Homes homeowners association for which lawn and snow removal is maintained by the association and other lots will be under a general association which does not include the maintenance feature.  A proposal to combine associations is being considered.  The initial setup of the associations provided that new lots could be added for eight years and that period has been exhausted.

 

Yoerg asked Rask if the homeowners associations are okay with what is being proposed.  Rask responded that there has been limited discussion to date and no vote has been taken on the proposals.

 

Larry Bauer, 94 Quail Circle stated that they have been advised of a possible merger of associations, but that there has been no conversations to date.

 

Gordon Conard, 36 Eagle’s Nest Circle asked if it was the intent of Hans Hagen Homes to construct the Estate Homes style residences in the Eagle’s Nest Circle lots and outlots proposed in the area of Eagle’s Nest Circle and south of Eagle’s Nest Circle and future lots in this area.  Rask responded yes.

 

Yacoub asked why the three areas are not proposed to be fully subdivided rather than create outlots and subdivide those areas in the future.  Rask explained that by doing it this way it provides greater flexibility and accommodates minor modifications to lots if necessary.  Radermacher asked if it has to do with taxes paid on the lots.  Rask noted that the city’s assessor has reviewed that issue and the difference in the tax obligation is minor as street and utility improvements have been completed.

 

A motion was made by Radermacher, seconded by Yoerg to approve the final plat of Red Cedar Canyon Four Winds as proposed by Hans Hagen Homes and to recommend approval to the Common Council with the condition that the execution of a development agreement is required before the city executes the plat for recording.   Motion carried.

 

Review and consideration of the continuation of a conditional use permit, outdoor vehicle sales at 1000 O’Keefe RoadHudson Auto Sales /Chuck Volin.  Darnold explained this permit was last reviewed in 2008 and continued for a three year period.  Darnold stated he had visited with Mr. Volin and asked that the cars at the west end of the display area be limited to the paved parking and not parked in the street right-of-way and that Mr. Volin agreed to keep the cars to the areas approved in the application.  Darnold explained that cars parked westerly of the paved parking lot area partially block the view of northbound traffic on O’Keefe Road.

Yoerg thanked Mr. Volin for his cooperation and assistance in keeping the sales and Hilltop Auto Service Center site looking good.  Chuck Volin thanked Yoerg for his comments and agreed to keep the cars out of the lawn area and on the paved parking area near the intersection.

 

A motion was made by Yoerg, seconded by Radermacher to recommend approval of extending the conditional use permit for a three year period, with review in December 2014, for the outdoor vehicle sales lot as proposed by Hudson Auto Sales  / Chuck Volin, 1000 O’Keefe Road.  Motion carried.

 

Other business for information only or for upcoming agendas.  Yoerg, due to a number of contacts made to him by Hudson residents, wanted to encourage the city of Hudson to develop a long term plan and to implement a composting site / program for the residents of the city of Hudson.  Darnold noted it would be appropriate to refer that issue to the Public Works Committee.  Darnold stated that issue has been reviewed and discussed by the city with efforts begun to try to create a composting site that may be used by multiple jurisdictions.  Rhoades asked if the leaf drop off program was proposed to be discontinued for 2012.  Darnold commented that he was not aware of any decision not to continue the program next year.

 

Darnold stated the next meeting is scheduled for Thursday, January 5, 2012, 7:00 p.m.  Darnold also thanked the plan commission members for their cooperation and service to the city of Hudson during the past year.

 

A motion was made by Yoerg, seconded by Radermacher to adjourn.  Motion carried.  7:28 p.m.
