The meeting was called to order by Chairman Breault at
Moved by Gilbert, seconded by Yoerg to approve the meeting minutes of
Two certified survey maps (CSMs) creating zero lot line lots at existing two-family lots / residences, 2240 / 2242 Sacia Lane and 2312 / 2314 Sacia Lane – Roger / Jane Roenfanz. Darnold noted that both lots being subdivided have existing two-family residences. Yoerg asked if the lot areas meet minimum requirements. Darnold noted that the minimum lot size is 4,000 sq. ft.; and the smallest lot proposed is over 5,000 sq. ft.
Darnold commented that each unit has a separate sewer and water service. Darnold recommended approval.
Yoerg asked if the plan commission can require an agreement to be filed with the register of deeds to address access to sewer and water lines for maintenance. Darnold stated that can be required.
Moved by Gilbert, seconded by Yoerg
to approve and recommend approval to the Common Council of the two certified
survey maps proposed by Roger and Jane Roenfanz to
create zero lot line lots at 2240 / 2242 Sacia Lane and 2312 and 2314 Sacia
Lane with the condition that an agreement be executed by abutting units /
owners which shall be filed at the St. Croix County Register of Deeds office
addressing access for the access, repair and maintenance of utilities. Motion
carried.
Final plat (Phase I),
Hills of Troy, 62 one-family lots and 8 outlots, Town
of Troy, NE1/4, Section 10 and N1/2, Section 11, T28N, R19W (extraterritorial
plat review area) – Troy Development.
Note: City of Hudson review area
includes the approximate westerly 38 acres; outlot 7,
lot 62, part of outlot 6 and part of lot 61 (existing
residence). Darnold reviewed the
general location and noted that the preliminary plat was approved by the plan
commission in late June, 2005. Darnold
noted that final plat is in conformance with the approved preliminary plat and
recommended approval. Yoerg noted that the plan commission approved this
preliminary plat but voiced some concerns on the use of individual septic
systems. Bieraugel
questioned if sufficient area is being provided for individual septic
systems. Darnold commented that

Bieraugel asked about the proposal of one acre lots. Lilja noted that 40% of the land is placed in conservation easements, and five additional lots are permitted due to transfer development rights which sets aside land in another location.
Moved by Gilbert, seconded by Bieraugel
to approve and recommend approval to the Common Council of the final plat of
Hills of Troy as proposed by Troy Development in the town of

noted that the next plan commission meeting is scheduled for
