PLAN COMMISSION

The meeting was called to order by Chairman Breault at 7:00 p.m.

 

Moved by Gilbert, seconded by Yoerg to approve the 8/25/05 meeting minutes.  Motion carried.

 

Certified survey map (CSM), two lot commercial subdivision, 1.194 and 0.781 acre lots, south of Hanley Rd. and east of Carmichael Rd. – Mike and Susan Inman.  Darnold reviewed the general location and orientation of the lot line between the proposed lots.  Darnold noted that lot 5 will have the car wash and fuel station located on it and lot 6 will have the retail center.  Darnold noted that because these two facilities were developed initially as one development the off-street parking is continuous between the two lots proposed, and he suggested that the city require a joint parking agreement between the two parcels.

 

Moved by Caruso, seconded by Yoerg to recommend approval of the proposed certified survey map as proposed by Mike and Susan Inman with the execution of the CSM upon review and approval of a joint parking agreement by the city attorney.  Motion carried.  Bieraugel was absent.

 

Concept development plans, 12,000 sq. ft. commercial office, proposed lot 5 Ban Tara commercial development, south of Center Drive and east of Pearson Drive – Mark Sylla.  Darnold noted that this is the third proposed site development within the Ban Tara commercial development.  Darnold stated that the proposed building will be oriented in the northwest corner of the parcel with accesses from both Pearson Drive and Center Drive.  Off-street parking will be provided on the south and east areas of the site.  Rollie Koch, Ross and Associates provided a picture of a similar office building that Edina Realty occupies in Maplewood.  Ross noted that the building will be of brick construction.  Yoerg asked if the building is proposed to be occupied exclusively by Edina Realty.  Kernon Bast stated that is the intention. 

 

Moved by Gilbert, seconded by Yoerg to approve the concept development plans for the 12,000 sq. ft. office building as proposed by Mark Sylla for the proposed lot 5, Ban Tara commercial development.  Motion carried.  4-1, Koch voting no.  Bieraugel was absent.

 

Review of unimproved alleyways, extension of Pitt Street and north-south unimproved alleyway north of Pitt Street to Fillmore Street between 11th and 12th Streets – Plan Commission.  Darnold noted that the intent of this review was for the plan commission members to review the conditions of the area of the unimproved

alleyways between 11th and 12th Streets.  Darnold commented that no action would be taken by the plan commission this evening. 

 

Ron Olson presented a letter to the plan commission regarding the status of the unimproved alleyways.

 

Jeff Cooper stated that some of the neighborhood, such as Mr. Olson want the alleyway, others in the neighborhood do not.

 

It was agreed to reconvene the meeting at the intersection of 12th Street and Pitt Street and to adjourn following the review by the plan commission.

 

Bieraugel arrived at the meeting at the site of the review.

 

The plan commission reviewed the site of the unimproved alleyways including the area of the extension of Pitt Street and the north - south unimproved alleyway between 11th and 12th Streets.  It was questioned as to the specific location of the alleyways.  It was suggested by Chairman Breault that a survey should be conducted to determine the specific locations. 

 

Other matters for discussion purposes only or placement on future agendas.  Yoerg asked about the brochures regarding the roundabouts.  Darnold explained that this is a public education effort by the WisDOT to inform motorists how to drive through a modern roundabout.  Darnold also noted that a video has been provided to Cable TV 15 for broadcast; videos were made available at a WisDOT sponsored public education meeting which included the school district, law enforcement and other emergency agencies.  Currently city hall and the chamber of commerce have the brochures for public distribution; and when additional brochures are delivered, they will be provided to the public library for distribution.  Yoerg asked when the interchange will be open for traffic.  Darnold stated about November 1, 2005. 

 

Yoerg asked about the status of the comprehensive plan.  Darnold noted that the request for quotations is done and should be released soon.

 

The meeting was adjourned at 7:50 p.m.
