PLAN COMMISSION

Others present:  Mark Corey, David Robson, Dennis Kroll, Scott Calstrom, Gordon Conard and Denny Darnold

 

The meeting was called to order by Chairman Breault at 7:00 p.m.

 

Moved by Gilbert, seconded by Caruso to approve the meeting minutes of July 21, 2005.

Motion carried.

 

Concept development plans, 5,250 sq. ft. restaurant (163 seats), lot 10, Ban Tara (commercial development) – Perkins/T J Food Ventures.  Darnold reviewed the general location, site plan and building plans for the proposed 5,250 sq. ft. Perkins restaurant (163 seats).  Darnold reviewed the city engineer’s comments. 

 

Yoerg questioned the proposed shared parking for the entire lot 10.  Darnold responded that the concept plan for Perkins is reviewed as a stand alone project.  David Robson, Ban Tara, LLC representative stated that they have over designed parking for the entire lot 10, but that they also are proposing restaurants that will have peak demands for parking at different times of the day.  Mailloux asked if the entire lot 10 is in conformance with city’s parking regulations.  Darnold stated that he had not confirmed if all of the development proposed for lot 10 would comply with parking regulations.

 

Yoerg asked about the amount of green space provided.  Darnold stated it does comply with the required green space.  Yoerg asked about the amount of lawn and mulch landscaping areas shown on the plans.  Mark Corey, Perkins restaurant stated that the graphics showing lawn and mulch areas were incorrectly designated (switched) on the landscape plans.

 

Mailloux asked about the development’s architectural standards and color coordination.  Robson stated that the building must meet and coordinate with the architectural standards of the commercial development, but that the green and yellow corporate colors used by Perkins will be allowed and will primarily be present on the window awnings.

 

Yoerg questioned the convenience of the truck service accessibility.  Corey responded that truck service will generally be conducted in non-peak hours of customer service.

Moved by Bieraugel, seconded by Caruso to approve the concept development plans for the Perkins restaurant as proposed by T J Food Ventures on the proposed lot 10, Ban

Tara commercial development subject to incorporation of the city engineer’s comments into the final development plans.  Motion carried.

 

Concept development plans for 4,640 sq. ft. office and two residential units, 720 First Street – Dennis Kroll.  Darnold referred the city engineer and fire department comments that have been provided and reviewed the general concept review.  The concept plans include widening the driveway access to 16 feet and connecting the parking lots between the proposed Kroll office building and the proposed STS office building located immediately to the east.

 

Breault asked if there is a back up plan if the storm water system, proposing 100% infiltration, fails.  Kroll noted that the system would drain to First Street and then to the river, but would not cross other private properties.

 

Scott Calstrom, consulting engineer working with Mr. Kroll, noted that infiltration systems are becoming more popular and will provide a buffer of drainage to the river and reduce storm water to the city system.  Calstrom stated that he has recently designed a storm water infiltration system at the Fort Snelling complex.  It was asked if the parking lot was designed with pervious materials.  Calstrom answered no.  Calstrom commented that it would be unlikely that the proposed parking lot would become impervious.

 

Breault asked Calstrom if he knew of any commercial applications of pervious parking lots.  Calstrom stated no.

 

Mailloux asked about the city engineer’s comments regarding the restriction of a pervious parking lot in commercial areas.  Darnold commented that is the restriction; and if the plan commission believes in the concept of providing for ways to enhance infiltration of storm water, then a change in the ordinance perhaps should be considered.  Darnold commented that one issue in granting approval for pervious surfaces is what may happen if the property transfers and the owner paves over the parking lot.  A covenant would need to be placed on the property requiring the retention and maintenance of the pervious parking lot, or a revision of the storm water system would need to be made.

 

Caruso asked if the Nor Lake parking lot adjacent to the Kroll property was paved and if the city had experienced any problems with the Nor Lake lot.  Darnold answered that the parking lot is not paved and to his knowledge the city has not experienced any problems with the lot.  Caruso expressed concern about the slope of the rear yard area and drainage of the steps and driveway areas.

Mailloux asked if the plan commission could approve the concept plans if the ordinance restricts the use of pervious surfaces for commercial parking lots.  Darnold commented that if the plan commission is opposed to the use of a pervious parking lot that should be stated so the developer can design the development accordingly.  If the plan commission believes the issue of enhancing storm water infiltration through the use of pervious materials in parking lots has merit and desires to review a possible change in the ordinance, then he can review other ordinances and propose a change in the zoning regulations.

 

Moved by Bieraugel, seconded by Caruso to approve the concept development plans for the office facility at 720 First Street as proposed by Dennis Kroll.  Motion denied, 3-4.  Breault, Yoerg, Mailloux and Gilbert voting no.  The members voting no expressed concern about comments expressed by city engineer and fire department regarding storm water management, two driveway accesses to First Street and fire accessibility and wanted to see these issues resolved to the satisfaction of the city staff.  Kroll opined that the city engineer is requiring too much detail at this point in the review process.  Calstrom noted that he would be willing to meet with the city staff to discuss the storm water management system proposed.

 

Concept development plans, STS Properties office facility, 721 Second Street – Tom Springer/STS Properties.  Issues of storm water management and fire accessibility remain the same as discussed previously in the review of the Dennis Kroll office facility at 720 First Street and need to be adequately addressed with the city engineer and fire department.  No action taken.

 

Concept subdivision of lot in St. Croix Business Park, east of Willis Miller Drive and north of Tower Road – St. Croix Business Park Corporation.  Darnold reviewed the proposed three (3) lot minor subdivision proposed by the St. Croix Business Park Corporation.  The three lots proposed are located east of Willis Miller Drive and north of Tower Road.  Access and the provision of water and sanitary sewer utilities to the three parcels will be from Willis Miller Drive between General Motors and Hulcher Services.  Breault noted that it is the intent to install the services to the site in the fall of 2005.  Moved by Gilbert, seconded by Caruso to approve and recommend approval to the Common Council of the proposed three lot certified survey map located east of Willis Miller Drive and north of Tower Rd. as proposed by the St. Croix Business Park Corporation.  Motion carried.

 

Other business for information only or placement on future agendas.  No issues were discussed.
