PLAN COMMISSION

The meeting was called to order by Chairman Breault at 7:30 a.m.

 

Certified survey map (CSM), two zero-lot line lots, 2228 and 2230 Namekagon Street – DEVCO Properties, LLP.  Darnold reviewed the two lot certified survey map as proposed by DEVCO Properties for the two-family residence at 2228 and 2230 Namekagon Street.  Darnold noted the lots meet the minimum lot area and width requirements and that the CSM has the notation regarding access to repair and maintain private sanitary sewer and water services and also shows the location of the private utilities.   Darnold also mentioned that he has requested but has not received a copy of the Party Wall agreement for the two lots / units which incorporates easements for maintenance and access to the utilities.  Darnold noted that the agreements presented previously by DEVCO Properties have met the requirements of the city.  Moved by Gilbert, seconded by Mailloux to approve and recommend approval to the Common Council for the proposed certified survey map creating two zero-lot line lots for 2228 and 2230 Namekagon Street as proposed by DEVCO Properties with the condition that DEVCO Properties to provide a copy of the Party Wall agreement to the city of Hudson community development director or city attorney for review.  Motion carried.

 

Certified survey map (CSM) creating two commercial lots, northwest quadrant of Hanley Rd. and Carmichael Rd. – F.W. Gordon Construction.  F. W. Gordon proposes to create two commercial lots immediately south of Menards at the northwest quadrant of Hanley Rd. and Carmichael Rd.  One lot would accommodate the proposed Aldi retail store and the other lot the proposed F. W. Gordon retail center.  Darnold noted that he has asked for the CSM to be revised to include 10 foot utility easements along the exterior lot lines, except for the lot lines between the proposed lot 1 and 2; to amend the city clerk’s name to Nancy J. Korson; to add a notation on the face of the CSM that the two lots will have reciprocal easements for vehicular access and stormwater utility; and to provide a copy of the proposed agreement between Aldi Foods and F. W. Gordon regarding the vehicular access easement and stormwater utility easements.  Moved by Yoerg, seconded by Mailloux to approve and recommend approval to the Common Council for the two lot certified survey map with the following provisions:

            a)  Amend the CSM to add 10 foot wide utility easements along the exterior lot lines,

            b)  Amend the CSM to provide a notation to provide for reciprocal easements for vehicular access and stormwater utility easements, and

            c)  Provide a copy of the agreement between F. W. Gordon and Aldi Foods for access and stormwater utility easements.

Final development plans for the 16,622 sq. ft. Aldi retail store and the 14,400 sq. ft. F. W. Gordon retail center – F. W. Gordon Construction.  Darnold reviewed the general location of the proposal.  Darnold noted that F. W. Gordon proposes to construct right turn lane for west bound traffic into the site and pavement markings for west / east bound traffic on Hanley Rd.  Darnold noted that approximately 40 cars will be able to stack in the turn lanes on Hanley Rd. west of Carmichael.   Gabriel Lane, F. W. Gordon presented plans for the proposed buildings, noting the buildings will be complimentary in color and architectural appearance using earth tone colors.  Mailloux asked about the signage proposed.  Darnold suggested that this development should use the provisions of the new master signage plan to consolidate signage on one free-standing sign to be placed on Carmichael Rd.

 

Yoerg asked about fire access to the buildings.  Darnold noted that the fire inspector visited with the developer early on in the review and plan preparation process to prepare plans that were acceptable to the fire department.  The fire department has approved the plans with the understanding that the fire department connection to the sprinkler system will be moved further north on the Aldi building as recommended by the fire inspector.

 

Moved by Yoerg, seconded by Caruso to recommend approval of the final development plans for the Aldi retail store and F. W. Gordon retail center as proposed by F. W. Gordon Construction with the following provisions:

            a)  Revise plans per the city engineer and fire inspector recommendations.

            b)  Reserve approval of a master signage plan by the plan commission and Common Council.

            c)  Provide a letter of credit for $19,300 to restore, boulevard, curb and gutter and street improvements and associated city inspections in conjunction with the construction of the development entrance, right turn lane and re-striping of the drive lanes on Hanley Rd.

Motion carried.

 

Other business for discussion only or placement on future agendas.  Breault reminded the plan commission of the joint meeting with the Common Council scheduled for Thursday evening, July 20th, 7:00 p.m. to discuss the report submitted by the UW-River Falls Survey Research Center regarding the comprehensive plan surveys.

 

Moved by Mailloux, seconded by Caruso to adjourn.  Motion carried.  7:45 p.m.
