PLAN COMMISSION

The meeting was called to order by Chairman Breault at 7:30 a.m.

 

Moved by Yoerg, seconded by Caruso to approve the meeting minutes of 6/23/05.  Motion carried.

 

Final development plans for 9,953 sq. ft. office facility, 86 Coulee Rd. – Elliot Architects.   Todd Zweifelhofer, representing Elliot Architects reviewed the proposed site location, model of the building and building materials.  Zweifelhofer noted that the façade of the building will be comprised of colored block and insulated metal panels.  The screening blocks are proposed between the parking lot and street to shield head lights from vehicles traveling on Coulee Rd. 

 

Darnold reviewed the letter from the city engineer noting comments regarding the retaining wall on the south side of the building, screening proposed north of the parking lot, trash receptacle locations, access to / from the site and trees.  Darnold noted that the site accesses directly to Coulee Rd. and not to the private access driveway to the north.  Darnold suggested that the developer consider planting understory trees instead of  the proposed overstory trees adjacent to the street right-of-way because of the overhead power lines adjacent to the parcel.

 

Yoerg asked about the required parking spaces.  Darnold commented that the proposed building has a lot of area dedicated to hallways and corridors, thus the usable area is limited, and the number of parking stalls meets the minimum requirements.  Yoerg asked what may happen if the building is occupied by another party in the future.  Darnold commented that as long as the use is restricted to office exclusively the number of parking stalls required will not change; however, the intensity of the business may change which could require more off-street parking than typical.

 

Moved by Caruso, seconded by Gilbert to recommend approval of the final development plans for the Elliot Anderson office facility at 86 Coulee Rd. with the condition that the plans be revised per the city engineer’s comments of 7-6-05, trees adjacent to Coulee Rd. be changed to understory trees due to the proximity to the overhead power lines and that the screening devices proposed between the parking lot and street be reviewed by and approved by the city public works superintendent / engineer.  Motion carried.

Concept development plans for 9,900 sq. ft. retail facility, lot 1 Ban Tara commercial subdivision, west of Carmichael Rd. and south of Stageline Rd.  Darnold noted that this is a concept development plan review.  Issues that the city staff has raised are:        Parking on the east side of the building does not meet setback requirements

            Diagonal parking proposed does not meet standards

            Fire hydrant recommended to be placed on the north side of the building

            Water and sanitary sewer services to the proposed future building to the north must be evaluated

            Property gap issue between the property to the north continues as an issue

 

Brian Zeller explained that the building to the north may not be constructed, but is being planned for at this time.

 

Moved by Caruso, seconded by Gilbert to approve the concept development plans for the 9,990 sq. ft. retail facility, lot 1, Ban Tara commercial subdivision with the condition that the plans be revised to address the comments and recommendations of the city engineer and that the parking lot on the east side of the building be changed to bring the parking lot setback into compliance.  Motion carried.

 

Other business for discussion purposes only or placement on a future agenda.  Darnold commented that the next meeting is scheduled for July 21, 2005 and that there have been several items that were requested to be placed on that agenda including metal facades and outside storage reviews.  Darnold commented that the request for qualifications, for the comprehensive plan update, is near completion and will be sent out soon.

 

Moved by Yoerg, seconded by Mailloux to adjourn.  Motion carried.  7:52 a.m.
