PLAN COMMISSION

Others present:  Roger Bevers, Gail Snyder, Todd Erskine, Gordon Conard and Denny Darnold

 

The meeting was called to order by Chairman Breault at 7:00 p.m.

 

Motion by Yoerg, seconded by Mailloux to approve the 5/29/07 plan commission meeting minutes and the 5/31/07 joint Common Council and plan commission meeting minutes.  Motion carried.

 

Public hearing and  consideration of an application for a conditional use permit for a beauty shop / hair salon in an I-1, Light Industrial District at 1294 Hosford Street (Building #2, River Ridge Business Campus) – Footwedge Partners, LLP / Kevin Vance.  Breault opened the public hearing and asked if anyone in the audience desired to comment.  No comments were received.  Motion by Mailloux, seconded by Yoerg to close the public hearing.  Motion carried.

 

Yoerg asked about how signage is proposed to be addressed.  Roger Bevers, representing Footwedge Partners responded that wall signage will be limited to 6” letters near the entrance to the building and that there will be a freestanding sign on the Hosford Street frontage similar to the River Ridge office complex.  Darnold commented that the signage for freestanding signs in the I-1, Light Industrial District is limited to 80 sq. ft. and a maximum of 20 feet in height.

 

Mailloux inquired about the future amount of parking that may be required.  Darnold noted that a business such as a hair salon will require more parking than an office complex, but that general retail and office have the same requirement for off-street parking.  Darnold commented that he believes that the amount of parking will be sufficient.  

 

Bieraugel asked about the subsequent approval process if more service businesses desire to locate in this complex.  Darnold commented the plan is approved and only the architectural plans for the two story offices on the north must receive approvals in the future.  Darnold noted that the future development will need to be monitored.

 

Motion by Yoerg, seconded by Bieraugel to recommend approval of a conditional use permit to Footwedge Partners, LLC for a beauty shop / hair salon in an I-1, Light Industrial District at 1294 Hosford Street with the following conditions:

-         limited to four (4) work stations

-         require a review one (1) year after issuance of an occupancy permit

Motion carried.

Conditional use permit, review of the one-year extension of outside storage at 1500 Crest View Drive, Valley Pools and Spas of Hudson.  Darnold noted that the extension of the conditional use permit was limited to one year due to the existence of unsightly storage on the east side of the lot.  That area has been cleaned up, and storage containers have been moved to a vegetated area south of the lot. 

 

Motion by Yoerg, seconded by Burchill to recommend approval of the extension for the conditional use permit with the conditions of the original approval and a review to be scheduled in three (3) years.  Motion carried.  Yoerg asked if any abutting property owners have called with concerns or complaints.  Darnold responded no.

 

Certificate of compliance for office, showroom, retail, warehouse facility for a flooring sales installation business, 1719 Coulee Road – Erskine Floors / Todd Erskine.  Darnold explained that the property is zoned I-1, Light Industrial; and the certificate of compliance is necessary for the retail part of the business.  Todd Erskine reviewed his intentions to purchase and remodel the existing building.  Esrkine provided samples of the materials he is considering to use. 

 

Bieraugel asked about landscaping.  Erskine stated it is his intent to landscape the south and east side of the lot, but not the north side as he desired that area to be visible for evening security reasons because company vehicles may be parked on the north side of the building.

 

Yoerg asked if residing the east wall may include a knee wall.  Erskine stated that is not his intent as the parking lot will have bumpers keeping the vehicles away from the wall of the building.

 

Motion by Burchill, seconded by Bieraugel to recommend approval of a certificate of compliance for an office, showroom, retail and warehouse facility for a flooring installation business at 1719 Coulee Road.  Motion carried.

 

Request to rezone property on the east side of First Street from Buckeye Street to Wisconsin Street from I-1, Light Industrial District to B-3, Central Business District – City of Hudson.  Darnold noted that this is similar to the request by River City Partners application considered at the last meeting.  The request is in conformance with the city of Hudson comprehensive plan, Darnold commented.  Darnold recommended approval.

 

Motion by Mailloux, seconded by Burchill to recommend approval of rezoning the city of Hudson property east of First Street between Buckeye Street and Wisconsin Street from I-1, Light Industrial District to B-3, Central Business District.  Motion carried.

Other business for information only or placement on future agendas.  Darnold asked about the availability of members to meet for a plan commission meeting on June 28 or July 5.  Most of the members present noted they would not be able to meet on July 5th, but may be able to meet on June 28th.  Darnold will contact the other members to check on their availability to meet on June 28th (evening).

 

Mailloux expressed concern about the unsightly nature of the south side of Hanley Road with weeds present.  Darnold stated he would visit with the compliance officer and public works department to try to get someone down there to cut the boulevard areas and get out a notice to the property owner(s) to clean up the private property.

 

Motion by Mailloux, seconded by Yoerg to adjourn.  Motion carried.  7:21 p.m.
