PLAN COMMISSION
February 23, 2006

The meeting was called to order by acting-Chairperson Koch at 6:31 p.m.
Moved by Mailloux, seconded by Gilbert to approve the January 26, 2006 meeting minutes. Motion carried.
Final development plans, Keller Williams office and retail center, southwest quadrant of Carmichael Rd. and Hanley Rd., lot 1, Hanley Office Park – Monetary Investments / Sandy Gherke. Darnold reviewed the general location and city engineer review. Darnold introduced Matt Frisbie, project architect. Frisbie presented the site plan and perspective and building elevation. Frisbie noted the change in the northerly access from two entrance lanes to one and reviewed the plans for the trash receptacle building.
Koch asked if the perspective as shown from the southeast corner of the site reflected how the landscaping may appear. Darnold noted that because of the designated wetland a minimum amount of grading will be occurring on the south side of the retaining wall and should retain much of the existing natural features. Darnold noted that the landscape plans do not specify the landscape materials that will be included in the rain garden / infiltration area to the south border of the parcel. Darnold recommended approval of the final development plans with the condition that the developer provide a letter of credit for $7,200 to assure restoration of street, curb and gutter and boulevard improvements; revise plans per the city engineer comments; and submit landscape plans for the rain garden area to the community development director for approval.
Moved by Caruso, seconded by Gilbert to recommend approval of the final development plans for the Keller Williams office and retail center as proposed by Monetary Investments with the following conditions:
A letter of credit or security for $7,200 be provided to assure restoration of street, curb and gutter and boulevard areas.
The plans are revised per the city engineer’s recommendations.
Landscape plans for the rain garden area are provided to the community development director for approval.

Final development plans for U. S. Bank office and retail center, southeast quadrant of Carmichael Rd. and Center Drive, lot 4, Ban Tara commercial subdivision – Roth Development / Tom Vittitow. Darnold reviewed the general location and introduced Matt Frisbie, project architect. Frisbie reviewed the access location, from Pearson Drive, and general parking and employee parking areas. Darnold noted the concern of the area on the west side of the SBC utility building being proposed to have a gravel surface of about 10 feet by 35 feet. SBC has requested to be able to place the gravel in this location because this utility building is a central hub for phone and fiber optic services and may periodically require a paved surface to be disturbed to make utility improvements / repairs. Darnold suggested allowing the gravel to be placed with a review in one year to review the status. Gilbert suggested that the plan commission require the use of trap rock which will give a better appearance.
Moved by Gilbert, seconded by Bieraugel to approve the final development plans for the U. S. Bank with the following conditions:
The 10’ x 35’ area west of the SBC utility building be surfaced with trap rock and that the plan commission will review the status of the surface in one year upon occupancy of the building.
A letter of credit or security for $4,550 be provided to assure the restoration of street, curb and gutter and boulevard areas.

Other business for discussion or placement on future agendas. Darnold noted the March plan commission meetings are scheduled for March 9 and March 23. Darnold explained that he is working on an analysis of the city’s wastewater treatment plant capacity and will present that information in one of the March meetings. Koch asked if the traffic analysis for the Ban Tara commercial subdivision can be reviewed for consistency with what development was proposed at the time the traffic analysis was presented and what has been forwarded to the city for review and approval through development plan submittal. David Robson, Ban Tara responded that Ban Tara has been consistent with the proposed development originally proposed. Darnold commented that he was recently notified about a proposed traffic analysis for the George Hoel property.
