The meeting was called to order by Chairman Breault at 7:02 p.m.

 

Moved by Gilbert, seconded by Yoerg to approve the 1-5-06 and the 1-16-06 meeting minutes.  Motion carried.

 

Conditional use permit, one-year review, fuel station at 1611 Maxwell Drive – Mike Inman / Caribbean Car Wash and Fuel Station.  Darnold noted that this conditional use permit was approved in early 2005 and is up for the one-year review as required per the initial approval.  Darnold reported that the property is in compliance with the conditional use permit and that he recommends approval of the continuance of the permit with the condition that the station remain in conformance with state and federal guidelines and for the plan commission to recommend the next review date.

 

Moved by Breault, seconded by Yoerg to recommend approval of the continuance of the conditional use permit for the fuel station at 1611 Maxwell Drive with the following conditions:

            The fuel station remain in compliance with state and federal requirements, and

            The permit will be reviewed for continuance in January 2009.

Motion carried.

 

Final development plans, Croix Commercial office/warehouse facility, 2910 Enloe Street, lot 18, St. Croix Business Park First Addition – Croix Commercial, LLC / Jonathan Herum.  Darnold remarked that in review of the concept plans last summer that it was desired by the plan commission to allow the proposed parking area on the north side of the building to be set aside in green space until there was an expressed need for the parking.  Darnold noted that area could accommodate six off-street parking spaces, and he referenced a draft of a proposed agreement between Croix Commercial and the city of Hudson regarding future development of off-street parking if the city determined a need for the parking in the future.  Darnold also noted that the city engineer is recommending that the city require a surety in the amount of $12,250 to assure the restoration of street, curb and gutter and boulevard areas.

 

Jonathan Herum, representing Croix Commercial, LLC reviewed the development plans with the plan commission noting that the roof will have a 4 ½:12 pitch roof and black architectural shingles, brown hardy plank siding and entrances highlighted with stone veneer.  Herum showed samples of shingles, stone veneer and overhead doors and presented a colored rendering of the building elevations.

Yoerg questioned the amount of off-street parking spaces provided.  Darnold reviewed the amount of office space proposed and that the amount of off-street parking required is based on the useable amount of space provided.  Herum noted that the types of businesses proposed do not have a lot of visit traffic particularly their construction business and Evenson Plumbing & Heating which are the two principal tenants of the building.

 

Moved by Gilbert, seconded by Bieraugel to recommend approval of the final development plans for the proposed office / warehouse at 2910 Enloe Street as proposed by Croix Commercial, LLC with the condition that the plans be amended per the recommendations of the city engineer and fire inspector and that Croix Commercial enter into an agreement with the city of Hudson regarding the city review and requirement to provide additional off-street parking on the north side of the facility if the city deems there is a need for the additional parking.  Motion carried.

 

Conceptual development plans, U.S. Bank office / retail facility, 1101 Pearson Drive, lot 4, Ban Tara commercial development – Roth Development / Tom Vittitow.  Matt Frisbie, Frisbie Architects and project engineer reviewed the site development plans for the bank and retail facility located just east of Carmichael Rd. and south of Center Drive.  Frisbie noted that the access will be from Pearson Drive with the drive up bank traffic on the east side of the building and the entrances to the bank and retail space on the west side of the building.  The bank facility is 2,500 sq. ft. in area, and the tenant retail space is 3,000 sq. ft.  Parking, Frisbie explained, is more than required by ordinance with an employee parking area being established on the northeast part of the lot.  Frisbie reviewed the proposed photo of a prototype U.S. Bank facility but noted that it is more representative of the branding and signage that the bank will utilize rather than the final architectural design.  Yoerg asked if it is the intent to complement the other buildings in the Ban Tara development.  Frisbie commented that it is intended that the final design will complement the architecture of the other buildings in the Ban Tara development.

 

Gilbert asked where the snow will be stored during the winter months.  Frisbie noted the green space on the south side of the lot will be the primary location for snow storage.

 

Darnold asked if there was any concern about the city engineer’s comments regarding raising the first floor of the facility by one-half foot to accommodate a three foot bounce for the stormwater pond area to the south.  Alan Catchpool, project engineer stated that was not an issue.

 

Moved by Gilbert, seconded by Bieraugel to approve the concept development plans for the U.S. Bank facility, lot 4, Ban Tara commercial development with the plans to be revised for final development plan submittal per the city engineer’s and fire inspector’s recommendations.  Motion carried.

Concept development plans, Keller Williams Center, office/retail facility, 2424 Monetary Boulevard, lot 1, Hanley Office Park – Monetary Investments / Sandy Gherke.  Matt Frisbie, Frisbie Architects and project engineer reviewed the site plans noting the location is the southwest quadrant of Hanley Rd. and Carmichael Rd.; and the access will be from Monetary Drive on the west side of the parcel.  The proposed building will be two stories of office and retail space above ground and a basement for mechanical / equipment, storage and training rooms.  Frisbie noted that the basement will have an exterior access on the south side of the building.  Breault questioned the potential use of the drive through lane on the west side of the building.  Frisbie stated that use is not determined at this time but could be a small branch bank or a coffee or bagel shop.  An elevation of the building was presented by Frisbie, and he noted that the building façade will be red brick and tan stucco with a precast stone accent near the entrances and the roof will have black asphalt shingles.

 

Darnold noted that the storm drainage directed to the wetland south of the site will be from the roof drainage and sidewalk areas around the building, and the storm drainage from the parking lot area will be directed to the regional storm pond about 1/8 mile west on Hanley Rd.  Frisbie stated that the infiltration pond or rain garden that is being designed on the south side of the building will be appropriately landscaped.

 

Darnold asked the project engineer, Jason Raverty if there was concern about raising the building elevation about one-half foot to provide for a three foot bounce from the 100 year storm elevation.  Raverty stated that was not a concern.  Darnold also commented regarding the city engineer’s comment about the two ingress lanes to the site and that the city engineer and he recommend that only one lane be developed.

 

Moved by Breault, seconded by Gilbert to approve the concept plans for the Keller Williams office and retail building proposed on lot 1, Hanley Office Park with the condition that the plans be revised per the city engineer and fire inspector comments.

Motion carried.

 

Other business for discussion purposes or placement on future agendas.  Gilbert requested that a discussion be held regarding the amount of off-street parking that is being required for the commercial projects, particularly the multiple tenant retail spaces, such as the one east of Target.  Darnold stated he would get some examples of other municipalities’ off-street parking requirements for review.
