The meeting was called to order by Chairman Breault at 7:30 a.m.
Final plat, Cedar
Woods, 17 one-family residential lots and two outlots, north of Coulee Trail
(former CTH FF), SE1/4, SW1/4 and part of SW1/4, SE1/4, Section 5, T28N, R19W
and part of NW1/4, NE1/4, Section 8, T28N, R19W, Town of Troy (extraterritorial
subdivision review) – G & L Development, Inc. / Glen Wiese.
Darnold reviewed the general location of the proposed final plat of Cedar Woods and noted that the plan commission had previously reviewed and approved the preliminary plat in October, 2005. The final plat is compliant with the approved preliminary plat.
Darnold recommended approval of the final plat.
Yoerg asked about the status of streets and if a right turn lane will be required. Darnold commented that the streets are not dedicated as in the city and are included in outlots, which is not uncommon in the unincorporated areas of the county. Darnold noted that the roadway improvements are proposed for construction at town standards and the right turn lane is an issue that would generally be addressed by the town at the preliminary plat review.
Moved by Yoerg, seconded by Gilbert to approve and recommend approval of the final plat of Cedar Woods subdivision, town of Troy as proposed by G & L Development, Inc.
Motion carried.
Certified survey map, (CSM), three industrial lots and one outlot for storm water pond, north of Tower Road and east of Willis Miller Drive – St. Croix Business Park Corporation. Darnold reviewed the three lot CSM proposed by the St. Croix Business Park Corporation noting that lot 7 is proposed for sale to and development by Greater American Ribs. Darnold noted that lot 9 has a utility and access easement on the north 40 feet to allow the city access to outlot 1 for maintenance purposes. Darnold recommended approval of the certified survey map as proposed by the St. Croix Business Park Corporation.
Moved by Gilbert, seconded by Caruso to approve and
recommend approval of the three lot certified survey map within the St. Croix
Business Park as proposed by the St. Croix Business Park Corporation. Motion
carried.

Other business for discussion purposes or placement on future agendas. Yoerg asked about the status of the survey for the alleyway areas between 11th and 12th Streets. Darnold stated the survey has been ordered and should be completed by mid-February. Darnold noted that the revised cost of the comprehensive plan surveys, resident and businesses, has been received and that the cost is now proposed to be no more than $19,500. Yoerg commented that the final costs will be dependent on the number of returns received. Breault noted that is correct. Yoerg emphasized the significance of providing all households an opportunity to respond to the survey.
