The meeting was called to order at 7:04 p.m. by Mayor / Chairman Breault.

 

Final development plans, Tower View Business Center, 53,053 sq. ft. office and warehouse facility, 2301 Willis Miller Drive (St. Croix Business Park) – J and L Steel Erectors / Ascent Contracting.  Darnold introduced Jeff Dorner, Ascent Contracting and Jim Hammer, Passe Engineering representing J and L Steel Erectors.

Dorner reviewed the building perspective, building elevations, general site plan, lighting plan, landscape plan and sign proposal.  Dorner noted that the building will immediately be occupied by three businesses – J and L Steel Erectors, Ascent Contracting and Ascent Group.  Six bays of approximately 6,250 sq. ft. each also will be available for tenant lease.  The 53,053 sq. ft. office and warehouse facility will be constructed of primarily rough face block, and the entries will be accented with columns.  Dorner stated the light fixtures will be box fixtures which will reduce the amount of light flooding off the property. 

 

Yoerg questioned why the sign is proposed as is, parallel to the street and south of the north entrance.  Dorner responded that is the requirement of St. Croix Business Park, and the sign is placed mid parcel so that traffic entering the site from north and south will be able to see the sign before the second entrance, if traveling from either direction.  Darnold stated the staff can work with J and L Steel Erectors to address the orientation and location issues.

 

Yoerg asked about the compliance of the landscape plans.  Darnold stated that the plans need to address the issue of the number of overstory trees, the standards require 25 and proposed plans include 21.  Jim Hammer stated that there is a provision to count existing trees in the standards formula.  Darnold stated he can address that issue to review and approve the proposed landscape plans.

 

PLAN COMMISSION:  Motion by Caruso, seconded by Yoerg to recommend approval of the final development plans as submitted by J and L Steel Erectors / Ascent Contracting for the 53,053 sq. ft. office and warehouse facility on the west side of Willis Miller Drive with the following conditions:

-         J and L Steel Erectors / Ascent Contracting to adhere to the recommendation of the city engineer in regard to pouring of concrete deadline requirements and conducting a pre-construction conference

-         City staff to address and re-review plans for compliance with landscaping and signage.

Motion carried.

 

COMMON COUNCIL:  Motion by Radermacher, seconded by Burchill to approve the final development plans as submitted by J and L Steel Erectors / Ascent Contracting for the 53,035 sq. ft. office and warehouse facility on the west side of Willis Miller Drive with the following conditions:        

-         J and L Steel Erectors / Ascent Contracting to adhere to the recommendation of the city engineer in regard to pouring of concrete deadline requirements and conducting a pre-construction conference

-         City staff to address and re-review plans for compliance with landscaping and signage.

Motion carried.

 

Review of Carmichael Road corridor from I-94 to Vine Street / CTH UU.  Breault noted that the issues to be discussed were traffic and access management, wastewater treatment facility capacity, trunk water / sanitary sewer and storm water systems, land use and others as identified.  Darnold explained that with the recent application to annex approximately 54 acres on the east side of Carmichael Road that the plan commission requested a joint meeting with the Common Council to review the development issues in regard to the Carmichael Road corridor.   He noted that it is his intent to discuss issues and identify concerns or issues that the Council / plan commission would like to have addressed in more detail.

 

TRAFFIC / ACCESS MANAGEMENT:  Darnold noted that the plan commission initiated work on the Carmichael Road corridor in late 2006, but was placed on hold while the plan commission and Council addressed the development issues for the downtown commercial area.  The Carmichael Road access management plan is a draft prepared through discussions with the plan commission.  The city staff has utilized the plan in discussions with prospective developers.

 

Darnold introduced Shelly Johnson, Bonestroo to review the draft access management plan and other Carmichael Road traffic issues.  Johnson reaffirmed that the status is a proposed management plan and the purpose is to provide full-movement access intersections to facilitate a managed flow of traffic.  The accesses will be spaced approximately ¼ mile or 1,300 feet apart with the first access north of Coulee Road to be at the south entrance to the golf course, the next just north of Deer Haven Drive and the third 1,300± feet north.  Johnson stated that the Council and plan commission should not

place too much emphasis upon the configuration of the frontage roads as they are illustrated in the proposed plan, but rather that alternative access be available to connect development parcels so that traffic does not have to go to Carmichael Road to go from parcel to parcel.

 

Johnson stated that he has reviewed the initial submittal from Opus of the traffic analysis for Carmichael Rd.  He noted that additional information has been requested, but that a revised analysis has not been received. 

 

O’Malley asked if Johnson could recall what the anticipated peak hour traffic may be.  Johnson stated that he would have to review the initial analysis, but could not recall from memory.

 

Johnson stated that he felt that if Carmichael Road is upgraded from the golf course to Vine Street that the section will be three lanes, plus turn lanes or 4 divided lanes.  Capacity for a three lane section would be approximately 15,000 to 19,000 vehicles per day (vpd), three lanes with turn lanes – 21,000 vpd and four lanes with turn lanes – 35,000 vpd.

 

O’Malley asked if the first intersection north of Coulee Road would be signalized.  Johnson responded yes and would need to be signalized from the beginning.  O’Malley inquired about future volumes for Coulee Road and Vine Street.  Darnold and Johnson stated that is not being analyzed, but could be.

 

Burchill stated that the former Exit 2 should be re-reviewed.  Darnold responded that he has held recent discussions regarding this issue with WisDOT staff and that they would be willing to discuss the issue, but that they expressed some reservations. 

 

O’Connell asked if Coulee Rd. could be eliminated.  Johnson noted that issue has been discussed in concept, but would need to be re-routed west of Target and intersect with Carmichael Road at the south golf course access.

 

Mailloux inquired if the traffic analysis will indicate different land uses and traffic generations per land use.  Johnson stated yes; detail is included in an analysis.

 

Darnold referred to a letter from WESTconsin Credit Union regarding access to their property, located north of Deer Haven Drive on the east side of Carmichael Road, if a frontage road system is implemented.

 

Branden McDonald expressed concern, if Carmichael Road is expanded, about access to their property located immediately north of Target, particularly a left turn access for north bound traffic to the west side of Carmichael Road.

LAND USE:  Darnold reviewed the existing and proposed land uses (1993 comprehensive plan).

 

O’Malley questioned how development should be conducted or if it should be done.  He referred to the citizens’ comments and concerns about development recorded in the recent comprehensive plan survey.

 

Yoerg questioned if development north Vine Street and along Vine Street would or could be included in an analysis.  Darnold stated those areas can be included.

 

Radermacher raised the issue of development providing additional tax base.  Wyland questioned if the development would lower the property owners’ tax burden and how is that determined.  Yoerg stated that studies have been conducted showing the impact of development and relative cost to cities.  Radermacher asked to provide such studies for review by the Council and plan commission.

 

WASTEWATER TREATMENT PLANT (WWTP) CAPACITY:  Darnold reviewed the analysis of the wastewater treatment plant and the possible expansion of 2.2 million gallons per day (gpd) to 2.6 million gpd which is within the allowable permit limits.  Darnold stated that the demands projected from development of the Carmichael Road corridor would be approximately 244,000 gallons per day.

 

O’Malley asked how gallons per day capacity may have been used since the last analysis completed in March, 2007.  Darnold responded perhaps 20,000 to 25,000 gallons per day.

Wyland asked about the additional capacity demand of the recent senior housing conversion which will add 64 housing units.  Darnold responded that there is a difference, because it is senior housing it may be around 9,200 gpd.

 

Yoerg stated that the city should know what the cost of an expansion may be.  Darnold responded that he has visited with Bonestroo staff as to completing a review of what changes to the plant may be necessary and associated cost estimate.  It will cost about $2,200; and the review could be completed in about two weeks. Yoerg suggested to the Council that the review should be completed.

 

Darnold noted that from the time the city would decide to expand the WWTP to completion is about a three year process.

 

WATER UTILITY TRUNK SYSTEM:  Darnold commented that a 12” main is installed in the Carmichael Road right-of-way and that the anticipated trunk system improvements would include a well and possible treatment facility at the Carmichael Road water tower site located east of the St. Croix County government center and an 8” main from the Stonepine residential development to Carmichael Road.  Caruso stated that with the

recent investments of trunk facilities on the south side of I-94 that the water system is in good shape to address future growth.  O’Malley asked when 8” water main may be considered.  Darnold opined that probably with development of the properties on the east side of Carmichael Road.

 

SANITARY SEWER TRUNK SYSTEM:   Darnold noted that a trunk main from the county government center to the golf course is necessary to replace the “temporary” lift station at the county property on Vine.  The east side would feed to this trunk main.  The northeast quadrant of Carmichael Road and I-94 would likely need to be lifted to the west side of Carmichael Road.

 

STORM WATER TRUNK SYSTEM:  Darnold stated that the west side and the north half of the east side of Carmichael Road will be served by trunk mains and holding ponds located on the west side of the road.  The northeast quadrant of Carmichael Road and I-94 will need to retain it on the site, except for emergency overflow conditions.  Darnold stated that recent discussions have been held with WisDOT staff regarding discharge to the I-94 system.   

 

Pat Dady, Opus stated this area is being proposed for storage for two one-hundred year back-to-back events.  Darnold commented that the city is being careful to address the issue of discharge of stormwater to the town of Hudson.

 

Motion by O’Malley, seconded by Morrissette to authorize the expenditure of $2,200 to be taken from the comprehensive plan fund for Bonestroo to review the expansion of the wastewater treatment plant from 2.2 to 2.6 million gallons per day capacity and the associated costs of an expansion.  Motion carried, 6-0.

 

Motion by Radermacher, seconded by Burchill to request Bonestroo to provide a cost estimate for a Carmichael Road-Vine Street area traffic study to determine future needs with estimate to be presented to the Council on October 1, 2007 for consideration.  Motion carried, 6-0.

 

Breault thanked everyone in attendance for their participation.
