PLAN COMMISSION

Others present:  Steve Pott (Washington County, MN), Steve Heth and Denny Darnold

 

The meeting was called to order by acting-chairman Alan Burchill at 7:30 a.m.

 

Motion by Yoerg, seconded by Mailloux to approve the plan commission meeting minutes of 9-6-07 and the joint plan commission / Common Council meeting minutes of 9-20-07.  Motion carried.

 

Final development plans, Washington County, Minnesota, radio antennae and equipment project, Hanley Road water tower (east of Heggen Street and north of Hanley Road).   Darnold noted that photographs of the existing water tower were provided for reference.  Darnold introduced Steve Pott, Washington County Sheriff’s Department and Steve Heth, Water Utility Engineer.  Steve Pott noted the Hudson proposal will greatly improve the emergency services communication in the St. Croix River Valley area.  Pott also reviewed the proposed equipment building which will be enhanced for aesthetic purposes by adding a brick façade and providing a peaked roof to complement the existing Verizon structure.  Landscaping, according to Pott will be similar to the existing landscaping.  Darnold suggested that he be able to review the final landscape plans.  Mailloux asked if the landscaping may be done similar to the landscaping at the Wisconsin Street water tower.  Darnold noted yes; however, the landscaping is not intended to fully screen the equipment building, but rather to soften the view of the building as seen from the street.

 

Darnold noted that the antennae proposed include three – 10 foot monopole antennae, one – 20 foot monopole antenna and one – six foot diameter microwave dish.  Darnold also referred to the comments of Steve Heth, Water Utility Engineer that should be included in consideration of recommendations of approval.  These provisions have been agreed to by Washington County, and the barbed wire fence proposed will not be implemented.

 

Motion by Bieraugel, seconded by Casanova to recommend approval of the Washington County proposed antennae and equipment project at the Hanley Road water tower site with the following conditions:

a) the detail of the 8” conduit penetrations in the base must be revised to provide                       structural integrity,

            b) exact location of the antennae must be shown including cable routing,

            c) landscape plans to be reviewed and approved by the community development

                director.

Other business for discussion purposes only or placement on future agendas.  Darnold advised the commissioners that the next scheduled meeting of the plan commission is Thursday, October 25th, p.m.  Also, the wastewater treatment expansion cost study should be finished soon and that the Common Council will review authorization of the Carmichael Road / Vine Street traffic analysis at the Council meeting Monday, October 15th.

 

Motion by Yoerg, seconded by Caruso to adjourn.  Motion carried.  7:40 a.m.
