PLAN COMMISSION

The meeting was called to order by Chairman Breault at 7:30 a.m.

 

Development plans for exterior improvements, 112 Walnut Street – John Mingo.

 

Darnold explained that with the recent continuation of the moratorium the Council approved an exception for small projects which are not in excess of an area of 800 sq. ft. and of a value of greater than $100,000 and that the plan commission and Common Council review prior to approval by the Council.

 

John Mingo presented his plans to construct exterior improvements to his commercial / residential property at 112 Walnut Street.  Mingo indicated that improvements will include:

            -  Lowering the existing deck to accommodate construction of a conservatory.

            -  Add a screened porch area above the south 40 feet of existing (lower) deck.

            -  Add a garage door to the detached building on the west side of the alleyway to

be able to use the structure as a two car garage.

-  Provide stucco siding on the west side.

-  Add doors on the west wall to allow access from second floor residence to the conservatory.

-  Retain cedar siding on the north side of the building as exists.

-  Paint the exterior to an earth tone (tan) color.

-  Add night light to the roof.

 

Darnold asked if the screen porch was included in the development plans submitted for review.  Mingo answered no.

 

Yoerg asked about load bearing capacity and drainage issues regarding the proposed construction of the conservatory.

 

Mingo noted that the conservatory would be supported by an existing 1 foot knee wall.

 

Yoerg asked Mingo if he understood that development to the west may block their view of the river.  Mingo noted that is a concern but that the Walnut Street corridor will allow for a view to the river.

 

Breault asked about the service area on the east side of the building.  Mingo stated that there will be no changes proposed in that area other than a change in the window on the second floor.

Mingo noted that the conservatory will utilize high energy / efficient glass which will be tinted and less reflective.  The screen porch will have the same roof line as the conservatory.  Yoerg asked about the drainage of that proposed improvement.

 

Yoerg questioned if there was room to enter the garage from the alleyway.  Mingo stated that should not be a concern for his wife’s car, but that his truck may be a concern.

 

Yoerg asked if there was sufficient structural support to use as a garage.  Mingo noted that he felt that was not a concern.

 

Gilbert expressed concern about the conservatory in that the panes of glass were in his opinion too large.  Mingo noted that they looked at including smaller panes, but that it was approximately a $7,000 additional expense.

 

The commission reviewed the proposed doors, windows, color and stucco finish considerations and expressed no concern about those issues.

 

Motion by Yoerg, seconded by Caruso to revise plans, since there were several items proposed for change and to resubmit for consideration.  Motion carried.
