MINUTES OF ANNUAL
ORGANIZATIONAL MEETING
TUESDAY, APRIL 17, 2007
Meeting called to order by
Mayor Breault in the Council Chambers of City Hall at 7:00 p.m.
PRESENT: Mayor Breault and Alderpersons Randy L.
Morrissette II, Dennis B. O’Connell, Paul T. Radermacher, Lee S. Wyland, Scot
E. O'Malley and Alan D. Burchill.
OTHERS PRESENT: Catherine Munkittrick, Betty Caruso, Randy
Morrissette I, Sandy Morrissette, Kirsten Morrissette, and Jacob and Mitchell
Morrissette.
ADMINISTERING
OATH OF OFFICE TO NEWLY ELECTED MAYOR AND ALDERPERSONS: Clerk Nancy Korson administered the oath of
office to Randy Morrissette II as Alderperson in District 1, Scot O’Malley as
Alderperson in District 5, and Alan Burchill as Alderperson in District 6.
Mayor
Breault announced that the purpose of the meeting was to appoint individuals to
various committees, boards and commissions.
PRESIDENT
OF THE COUNCIL: City Attorney
Catherine Munkittrick explained that the President of the Council is elected by
nomination and voted by a secret ballot or a show of hands.
Mayor Breault called for nominations. O’Malley nominated Lee Wyland as President of
the Common Council. O’Connell provided a
second to the nomination.
Morrissette nominated Paul
Radermacher as President of the Common Council.
Burchill provided a second to the nomination.
MOTION by Breault, second by
O’Malley to close the nominations. All
ayes (6), MOTION CARRIED. Vote was
taken by show of hands; for Wyland (3);
for Radermacher (3). Due to a
tie vote, Attorney Munkittrick explained the options that could be taken. She stated that the Mayor could cast a
tie-breaking vote, Council members could revote either by show of hands or
paper ballots, or some other way could be determined to break the tie, or could
flip a coin.
Discussion was held
concerning the options. Mayor Breault
stated that instead of casting a tie-breaking vote, he would rather have the
Council make the decision. It was
agreed to use the flip of a coin to determine the winner. Mayor Breault announced that the George
Washington “head” side of the coin would indicate Lee Wyland, and the “statue”
side of the coin would be for Paul Radermacher.
After the coin flip, the
“head” side was up; he announced that
Lee Wyland would be Council President.
Clerk Korson verified the coin flip.
PLAN
COMMISSION: Mayor Breault explained
that the Council needed to elect one Alderperson for a one-year term on the
Plan Commission, and a two-thirds Council vote was needed. O’Malley nominated
Alan Burchill for a one-year term on the Plan Commission. Mayor Breault asked for additional nominations
three times; none were given. MOTION by
O’Malley, second by Radermacher to close the nominations. All ayes (6), MOTION CARRIED. MOTION by O’Malley, second by Morrissette to
appoint Alan Burchill to a one-year term on the Plan Commission. All ayes, MOTION CARRIED.
STANDING
COMMITTEES: Mayor Breault
distributed a two-page list and announced his appointments to the Standing
Committees, as follows:
Finance
Committee: Mayor Jack Breault,
Chairman, and Alderpersons Scot O'Malley, Dennis O’Connell, and Paul
Radermacher.
Public
Safety Committee: Alderperson Paul
Radermacher, Chairman, and Alderpersons Randy Morrissette and Lee Wyland.
Public
Works Committee: Alderperson Scot
O'Malley, Chairman and Alderpersons Dennis O’Connell and Alan Burchill.
OTHER COMMITTEES: Mayor Breault announced the following
Alderpersons were appointed as voting members of the respective boards and
commissions:
Community Access Board - Alderperson Alan Burchill
Park Board – Alderperson Paul Radermacher
Advisory Joint Fire Board - Alderperson Randy Morrissette
ALDERMANIC LIAISONS: Mayor Breault appointed Alderperson Lee
Wyland as liaison to the School Board, Alderperson Alan Burchill as liaison to
the Tourism Bureau, and Alderperson Randy Morrissette as liaison to the Public
Utility Commission.
APPOINTMENTS
TO BOARDS AND COMMISSIONS: Mayor
Breault announced the following appointments:
Board
of Zoning Appeals: Mayor Breault
reappointed Jeff Tersteeg and Mary Claire Olson to three-year terms and Mary
Senkus as a Second Alternate.
Park Board:
Pat Casanova was reappointed to a
three-year term; Another member would be
announced later.
Plan
Commission: Don Mailloux was
reappointed for a three-year term.
Police
and Fire Commission: Tom O’Connell
was reappointed for a five-year term.
Intergovernmental
Advisory Council: Mayor Breault
stated that he would continue attending the Intergovernmental Advisory Council
with an alternate Alderperson at each meeting.
Advisory
Joint Fire Board: Mayor Breault
appointed Lori Bernard as a citizen member at large.
Mayor Breault noted that pamphlets were distributed regarding
the New Municipal Officials Workshops and Regional Dinner meetings sponsored by
the League of Wisconsin Municipalities to be held in May and June. He noted that the Clerk’s office would submit
the registrations, and Alderpersons who wished to attend were reminded to
contact the Clerk’s office.
Mayor Breault also encouraged more females to run for City
Council positions, and boards and committees.
MOTION by O’Malley, second by Radermacher, to adjourn. MOTION CARRIED – 7:10 p.m.
