CITY OF HUDSON SPECIAL COMMON COUNCIL MEETING

MINUTES OF WEDNESDAY, JANUARY 16, 2008

 

PRESENT:   Mayor Breault and Alderpersons Randy Morrissette, Dennis O’Connell, Lee Wyland, Alan Burchill and Scot O’Malley.

 

ABSENT:    Paul Radermacher.

 

OTHERS PRESENT:  Devin Willi, Catherine Munkittrick, Denny Darnold, Dean Knudson and Lori Bernard.

 

     COUNCIL TOUR OF THE SECURED BUILDING AT 700 FIRST STREET AT 7:30 A.M.

Council members met at 7:30 a.m. with realtor John Mueller to tour the building at 700 First Street.  This was for information only; no formal action was taken.   They convened at City Hall immediately after the tour.  

 

Meeting called to order by Mayor Jack Breault in the Council Chambers of City Hall at 8:05 a.m.

 

CONSIDER AUTHORIZING ATTORNEY MUNKITTRICK TO PROVIDE LEGAL SERVICES TO THE HUDSON AREA FRIENDS OF THE LIBRARY FOUNDATION REGARDING POSSIBLE LIBRARY BUILDING PROPOSAL:  Mayor Breault announced that in order for the City Attorney to be able to provide legal services to the Library Foundation, she would need written authorization from the Council.   Ms. Munkittrick stated that she was the legal counsel for the Town of St. Joseph and for the City of Hudson.

 

Discussion was held concerning what role she would play in the creation and presentation of a possible proposal for an advisory referendum for the Library in the spring.  Also noted was the potential for conflict of interest and the different committees and intergovernmental bodies involved.  Additional discussion was held concerning the timetable for participating municipalities to ratify the referendum wording, in order to be considered a question on the April 1st election ballot.

 

MOTION by O’Malley, to authorize Catherine Munkittrick to work for the Library Foundation regarding crafting the wording for a possible Library building proposal.  Ms. Munkittrick interjected that she believed it would not be in her best interest to accept the offer from the Library Foundation to provide them with legal services.  Mayor Breault reminded that there was no second to the motion.  He stated he felt it would be clearer to answer questions that involve the City if she was not involved in the process. He also noted that a handout was provided regarding a proposed Library building purchase and operating expenses, and that the City’s current annual payment to the Library is $254,000.  MOTION RESCINDED by O’Malley.

 

MOTION by O’Malley, second by O’Connell to adjourn at 8:33 a.m.  All ayes (5).  MOTION CARRIED.
